Programs & Services

The Business Services Team (BST) partners directly with employers to support their hiring, training, and workforce development needs. Acting as a bridge between businesses and job seekers, BST helps employers post jobs, screen candidates, organize recruitment events, and access workforce programs. The goal is simple: make hiring faster, easier, and more cost-effective—while creating pathways for job seekers to secure meaningful employment.

  • Career Pathways
    A structured approach to workforce development that connects education, training, and work experience. Career Pathways help individuals move from entry-level roles or foundational training to higher-skill, higher-wage jobs in targeted industries.
  • On-the-Job Training (OJT)
    A “learn while you earn” program where participants are hired and trained directly in the workplace. Employers receive partial wage reimbursement to offset training costs, while job seekers gain career-specific experience that often leads to permanent employment.
  • Paid Work Experience (PWE)
    Short-term, paid opportunities that provide real-world experience and teach workplace readiness skills such as professionalism, punctuality, and communication. Funded by CareerLink, PWE helps job seekers—especially those new to the workforce—build confidence and strengthen their resumes.
  • Apprenticeship Support
    Guidance and resources to help employers create or participate in registered apprenticeship programs. These programs combine paid, on-the-job learning with classroom instruction, offering participants industry-recognized credentials in fields like healthcare, manufacturing, construction, and technology.
  • Incumbent Worker Training (IWT)
    Training designed to upskill current employees so businesses can stay competitive and workers can advance in their careers. Employers invest in customized training that addresses industry changes or skill gaps, improving productivity and retention.
  • Work Opportunity Tax Credit (WOTC)
    Employers may be eligible for federal tax incentives when they hire individuals from targeted groups who face barriers to employment.

Recruitment Events

Larger-scale events where multiple employers connect with job seekers, present opportunities, and conduct on-site interviews. These fast-paced events help fill open positions quickly while giving job seekers access to a wide range of industries.

Meet the Employer Sessions

Smaller, more personalized events where job seekers engage directly with one company. These sessions encourage one-on-one conversations, give insights into company culture, and often include on-the-spot interviews.

Career Ready Lancaster! (CRL!)

A business-education partnership funded by the Workforce Development Board. CRL! connects employers, educators, and job seekers by offering networking opportunities, career resources, and insights into local workforce needs.

CWDS (Commonwealth Workforce Development System)

The online system PA CareerLink uses to manage and track services for employers. Through CWDS, staff post jobs, track referrals, record hires, store training agreements, and manage reimbursement records. The system also tracks outreach and provides performance data used by the state.
