Adult & Dislocated Worker Programs

The Adult and Dislocated Worker programs, funded through the Workforce Innovation and Opportunity Act (WIOA), are designed to help jobseekers build skills, explore new career paths, and connect with meaningful employment opportunities.

Whether someone is entering the workforce for the first time, re-entering after time away, or recovering from a job loss, these programs provide personalized guidance and resources to support their success.

Getting Started

Jobseekers interested in these programs begin by registering for and attending an Introduction to PA CareerLink® Services workshop. At the workshop, individuals can request access to Personalized Services. Once the request is received, a staff member will reach out to determine eligibility. Eligible participants are then paired with a Career Navigator, who guides them step by step through the process and available opportunities.

Adult Services

The Adult program supports jobseekers who meet certain eligibility requirements—such as being underemployed, lacking foundational job skills, or receiving specific forms of financial assistance. Participants can access:

  • On-the-job training (OJTs)
  • Financial assistance for training programs (ITAs)
  • Career exploration through CareerScope assessments
  • The Career Connections Program
  • Specialized career readiness resources

Dislocated Worker Services

Helping displaced workers return to meaningful employment.

The Dislocated Worker program supports individuals who have lost their jobs due to layoffs, industry shifts, or other unexpected changes in the economy. Our goal is to help participants overcome barriers and re-enter the workforce quickly with confidence. Through workforce education, career readiness development, apprenticeships, and training in high-priority occupations, we provide the tools and guidance needed to secure sustainable employment.

Mock interviews and resume-building support (including AI tools)

Ongoing support from Career Navigators, with follow-up for up to one year
